HISP groups provide local expertise and a global community
HISP groups are national and regional software and IT service providers and digitalization partners based in Africa, Asia, the Middle East, and Latin America, with specialized expertise in configuring, implementing, and managing DHIS2 systems and servers. HISP groups are members of a global collaborative network coordinated by the HISP Centre at the University of Oslo (UiO), which facilitates sharing of best practices and solutions across borders.
HISP groups have years of experience managing DHIS2 software projects locally and regionally, and will have ongoing relationships—and frequently, standing contracts for DHIS2 technical assistance—with government agencies in the countries they support.

- Insider knowledge of the people and the DHIS2 infrastructure in Ministries, which makes it easier for them to implement new programs and functionalities in existing DHIS2 systems.
- Increased sustainability via long-term, on-site support to the Ministry of Education, including capacity building for DHIS2 use.
- Configuration, customization, and ongoing maintenance of DHIS2 systems.
- Custom app development services, which can be used to extend DHIS2 systems with specialized features required by the local context.
Supporting local ownership through co-design and capacity building
The HISP implementation approach puts local stakeholders in the center. Our aim is to enable the national EMIS workforce to take full ownership of their DHIS2 systems. We do this through:
- Collaborative participatory design of DHIS2 EMIS systems, prioritizing engagement at all organizational levels to ensure that all affected education data stakeholders have a say in the identification of data needs and the articulation of appropriate solutions.
- Building DHIS2 capacity for implementation and configuration within Ministries, ideally in collaboration with local universities, strengthening the ability to configure, maintain, adapt, and add to the EMIS system over time.
Getting started with HISP support
HISP groups operate as individual contractors or companies in terms of management and contractual agreements. The HISP groups in Africa and Asia are collectively organized under regional HISP hubs—HISP Africa and HISP Asia—which are coordinating bodies used by funding partners to manage multi-country contracts across several HISP groups. HISP groups may also be subcontracted through the HISP Centre at UiO.
