Enhancing data collection, analysis, and use to support data-driven decision-making and the TaRL model
In November 2025, UNICEF partnered with the HISP Centre at the University of Oslo to provide critical technical assistance to Ethiopia’s Ministry of Education and Regional Education Bureaus. The partnership is designed to enhance the collection, analysis, visualization, and innovative use of educational data to support the implementation of the “Teaching at the Right Level” (TaRL) model and facilitate evidence-based decision-making.
The project will work directly with schools, woreda (district) education offices, and Zonal Education Departments in the SER, SWEPR, Oromia, and Benishangul Gumuz regions. The initiative aims to build strong, sustainable capacity in data management at all levels and will support the operationalization of the national education management information system enterprise application at local levels.
