Moving from aggregate to individual-level EMIS data
In 2019, with support from Norad and GPE KIX, the DHIS2 for Education project started building a new system with MoBSE and HISP WCA. The customization of the aggregate EMIS census forms created a container for legacy data in a hybrid system, allowing DHIS2 analytics to be leveraged as the ministry transitioned to an individual-level system. MoBSE has designed an individual learner module that can capture learners’ bio-socio-economic data, attendance history, continuous assessment and their disciplinary record.
In 2020, The Gambia successfully piloted the individual learner module involving admission and registration of students in 200 schools, using Chromebooks for offline Android capabilities. In 2021, the ministry scaled to national level, launching the individual student identification number, fulfilling a key policy objective. MoBSE was presented with individual-level data, making it possible to conduct longitudinal tracking of students to determine changes in characteristics of the target population at both learner and school levels.
