Nigeria’s Digital National Education Management Information System (DNEMIS) is a DHIS2-based platform operated by the Federal Ministry of Education through NEMIS and NEDI. It replaces a paper-based Annual School Census that took close to two years to compile, bringing school, learner, teacher and infrastructure data onto one national system across all 36 states, the FCT and 774 local government areas — around 222,000 schools and more than 40 million learners.

The implementation began in January 2024 as a 12-state pilot funded by UNICEF Nigeria, with HISP Nigeria as technical lead and support from the HISP Centre at the University of Oslo and HISP Uganda. DNEMIS carried the 2024/25 national census, reaching an 81.7% reporting rate among public basic education schools. By May 2026 state and LGA EMIS officers had been trained in every state, co-facilitated by HISP Nigeria, FME/NEMIS, FME/NEDI and UBEC, and on 1 July 2026 the Honourable Minister of Education, Dr. Maruf Tunji Alausa, launched DNEMIS nationally alongside the inauguration of State DNEMIS Coordination Teams.

The platform combines aggregate census data with Tracker modules for learner and teacher registries and attendance, with offline mobile collection, built-in validation and dashboards at federal, state, LGA and school level. A public DNEMIS portal (emis.education.gov.ng) opens headline statistics to citizens. The focus now is on a resourced national NEMIS core team, cascading DNEMIS to school level, and running the 2025/26 census — the first with trained officers in every state — entirely on the platform.
